Local Strapi WSL & Rsync Build Guide

Due to memory limits (1GB RAM) on EC2, build Strapi locally in WSL with Node v20.20.2 and rsync dist/ to /home/ubuntu/web_projects/gdg-strapi/dist/ on EC2.
